Penny Christine (Garcia) Frank 1/25/1950 - 6/25/2003

Penny was born in Artesia, CA. Her family moved to Bakersfield in 1957, where she attended Casa Loma elementary school, Golden State Jr. HIgh, South High, and Bakersfield College. Penny was active in the band playing the flute and became quite an accomplished musician. After 21 plus years of dedicated service with the County, she retired from the Kern Co. Sheriff's Dept. She married Wayne Frank, an investigator for the District Attorney's office in 1985, and was widowed in 1992.

She was predeceased by her father, Thomas Garcia, and is survived by her mother, Betty Garcia; two sisters, Carol Watts and Sandy (Roger) Van Winkle; 2 nephews, a niece, and great nieces and nephews.

All of Penny's friends and family were touched by her generous spirit and kind nature. Penny was a friend to all animals and adopted many pets over her lifetime. She was selfless in caring for all her beloved pets. 

Penny never recovered from the untimely death of her cherished husband, Wayne. Penny, we all know you are finally at rest and have found peace with God. You are once again united with your beloved husband. Your goodness, generosity, honesty, integrity and many other fine qualities embodied the very best in human beings. If the meek inherit the earth, then God surely has a special place in Heaven for you. There's not a minute in the day that goes by that you're not remembered and missed. Love, your family.

Penny was such a sweet person! I played flute with her in the Golden State Jr. High Band and the Rebel Band. It is sad to hear of the loss of such a wonderful classmate.

I remember Penny well, she was such a sweet person, I am sorry to here of her death. Penny was in my PE Class if I remember correctly and I want to say she was also in Choir. My sincerest condolences to her family. God has another Angel !

Charlane Davis (Hicks)

Penny was a precious, gentle spirit, with a beautiful confidence in her music. I too played flute with her in the SHS Band. I loved her sweet smile. I am sorry for her family's loss. I know she is remembered fondly.
